Record Assignee Requirement

I'd like the system to require an assignee be selected when a new record is created. Officers frequently forget to assign the records to themselves because it is not in the main record field section. Operators are unable to assign alarms raised to a record from Ops. Would help us with record keeping and notifying officers of new records they need to complete. Unable to create a rule for this request as assignee/collaborator does not come up as an option in actions.

  If a person creates the Record/Case, can you have the system assign that case to them automatically?
